Gov. Little Appoints New Administrator

Boise, Idaho – Governor Brad Little announced today he appointed Mark Tschampl as Chief Administrator at the Idaho Division of Veterans Services.
“As a veteran himself, I have the utmost confidence Mark will serve and support those who have served our country,” Governor Little said. “His career experience in the military and leadership roles in numerous civilian positions will prove to be extremely valuable in his new role.”
Tschampl was a Commander in the U.S. Air Force, Security Forces, serving from 1998 to 2005. He spent eight years as the director of the Health and Wellness Center on Mountain Home Air Force Base and has been working as a bureau chief within the Family and Community Services Division at the Idaho Department of Health and Welfare. He received his Master’s in Health and Human Performance from Iowa State University.
“It is my greatest honor to be appointed by Governor Little as the Chief Administrator of the Idaho Division of Veteran Services,” Tschampl said. “As a combat veteran and member of a military family, no work is more important to me than serving those who have served our great nation!”
Tschampl begins in his new role today.

The Idaho Division of Veterans Services is accepting applications for the position of Administrator of the Agency.
The Division seeks an individual who is committed to quality management utilizing a multi-disciplinary team approach. The successful candidate will direct a creative and dedicated staff and be a key player in providing management to the Veterans Homes, the Office of Veteran’s Advocacy, State Veterans Cemeteries and the Veterans Education Program for the State of Idaho. This person will be an effective liaison with all chartered veteran’s organizations in the State of Idaho and will have the opportunity to lead employees and volunteers who are committed to Caring for America’s Heroes.
The position serves as the face of state government and the Governor’s Office for veterans affairs and is an ambassador for veterans and veterans affairs groups.
This position is exempt from the Rules of the Idaho Division of Human Resources and serves at the pleasure of the Governor and the Veterans Affairs Commission.
Example of Duties
- Lead the Idaho Division of Veterans Services towards meeting the organization’s strategic vision, mission, and goals;
- Direct the activities and programs of the Idaho Division of Veterans Services as assigned by state law, federal regulations, Idaho Veterans Affairs Commissioners, and the Office of the Governor;
- Direct staff and operations including program planning and implementation, budgeting, public works, contracting and procurement, legislative processes, human resources, security, fiscal, resident care and education, and facility management;
- Oversee funding strategies for the agency, including a focus on federal funding and increasing revenue for the agency;
- Work with the legislative body and present the agency budget, statute and rule proposals;
- Direct and implement systems for monitoring quality of care, security, resident rights, fiscal and program integrity;
- Ensure facility compliance with laws, rules, policies and standards;
- Serve as a liaison for veterans issues and coordinate activities with other organizations, agencies and department operations, community leaders, organizations, legislators, and the public;
- Resolve conflicts and respond to sensitive issues involving the media, legal advocacy groups, and the public;
- Carry out other duties as assigned.
Minimum Qualifications
- Considerable knowledge of: public administration, including the review, development and implementation of legislation, rules and policies. Typically gained by a Bachelor’s degree in public administration, business administration, or related degree; OR, three or more years’ experience working with or within state, local, or federal government.
- Considerable knowledge of: federal, state, or local government administrative processes, including budgeting, human resources, facility management, contracting, and procurement. Typically gained by a Bachelor’s degree in public administration, business administration, or related degree; OR, three or more years’ experience working with or within state, local, or federal government.
- Considerable knowledge of: state and federal laws, rules and regulations pertaining to veteran’s programs, services, and benefits. Typically gained by at least five (5) years of experience in veterans service work with an organization recognized by the Federal Veterans Administration.
- Considerable Experience:
- Managing staff;
- Analyzing complex administrative problems and recommending solutions;
- Performing liaison activities and working effectively with government leaders, legislators, the media and the general public;
- Communicating effectively verbally and in writing;
- Building and maintaining relationships with key stakeholders; and,
- Making public presentations.
- Veteran of the United States Military. Must be an honorably discharged veteran who served on active duty in the United States military, naval, or air service.
Desirable Qualifications:
- Experience working in a hospital setting and/or long-term care facility. Typically gained by at least three (3) years of experience working in a hospital setting and/or long-term care facility.

Division of Veterans Services chief retires, interim replacement named
Boise, Idaho – Governor Brad Little announced today that Marv Hagedorn is retiring as chief administrator of the Idaho Division of Veterans Services (IDVS) and Pete Koehler will step in as interim chief administrator until a replacement is selected.
Hagedorn will continue to serve in an advisory and consulting role for IDVS.
Koehler is an Idaho native and Army veteran who served 21 years and retired as a Lieutenant Colonel. After his military retirement, Koehler was a school administrator who served at the State Department of Education and in the Nampa School District.
The IDVS provides long-term care for Idaho State Veterans Home residents and offers advocacy and benefit assistance for Idaho veterans and their families, along with education and training programs for veterans.
“I appreciate Marv for his service to Idaho and our country in the U.S. Navy, and I wish him well in his retirement. Pete’s leadership skills and background make him a good fit to lead the Division of Veterans Services while we seek a replacement. Idaho honors its veterans, and the division plays a critical role in supporting our veterans who have served all of us,” Governor Little said.

Overview of Special Edition of Idaho Administrative Bulletin
§67-5292 states that all administrative rules automatically expire on July 1 unless extended by statute. The 2019 Idaho Legislature did not reauthorize all existing administrative rules as they have traditionally done in the past. As a result, the Governor directed DFM and all state executive agencies to exercise necessary executive authority to minimize the impact on state agencies, and the public most importantly.
This special edition of the Idaho Administrative Bulletin re-publishes the state’s administrative rules as temporary and proposed rules concurrently, with an effective date of June 30, 2019, including the above listed Rules related to the Idaho Division of Veterans Services. This approach ensures the state’s administrative rules will continue to have the full force and effect of law.
As this special edition is the first of its kind in Idaho’s history, the following provides additional context for interested members of the public.
Expiration of Rules. The administration allowed rules that were obsolete, unnecessary, or unenforceable to expire. When Governor Little took office, the state’s administrative code spanned 736 chapters; this bulletin re-publishes 595 chapters, or a 19% overall decrease. Many additional chapters were significantly simplified, allowing individual rules or subparts of rules to expire. All expired rules were vetted by their respective agencies, and boards/commissions with rulemaking authority held properly-noticed meetings to publicly vet their decisions. Last month, DFM posted the rules targeted for expiration to ensure the public had an opportunity to provide input. We are grateful for the active participation of the public in this process.
The Idaho Division of Veterans Services allowed five rules to expire, to be replaced with policy. This was a 37% reduction of Veterans Services administrative rules, 26 pages out of 70 pages.
Method of Re-Publication. Rules in this bulletin are published as temporary and proposed rules concurrently in accordance with §67-5226. Following public engagement, dockets will be finalized as pending rules in November 2019 as set forth in §67-5224.
