New Idaho State Veterans Home in Post Falls Celebrates Construction Milestone with Topping Off Ceremony

Post Falls, ID – The Idaho Division of Veterans Services (IDVS) will be celebrating a significant construction milestone for the new Idaho State Veterans Home being built in Post Falls.
A ceremony will be observed on Thursday, August 26, 2021, at 10:30 AM (PDT) at 1180 Clearwater Loop in the Riverbend Commerce Park in Post Falls. Guest speakers include Governor Brad Little, IDVS Chief Administrator Mark Tschampl, Post Falls Mayor Ronald Jacobson, and members of the Jacklin family, who generously donated the land where the new State Veterans Home is being built.
Half an hour prior to the ceremony, the topping out beam will be available to sign. Members of the public are encouraged to attend. Markers will be available for the public to sign their names and write short messages honoring our Veterans. Due to the ongoing COVID pandemic, we do request that attendees wear masks and practice physical distancing.
Parking is available in the ALK Source Materials north parking lot.
Completion of Idaho’s fourth State Veterans Home is scheduled for Fall of 2022. When completed, the Post Falls Home will be approximately 85,000 gross square feet consisting of:
- One resident neighborhood and a separate community center.
- 64 bed neighborhoods subdivided into 4 household wings, each supporting 16 private resident rooms with private bathrooms.
- Each household will have its own den, sitting lounge, and living area. There are also 2 dedicated dining areas and kitchens that are shared by two households along with multiple outdoor patio areas.
- Each household will also have direct access to the main community center, which will include a chapel, barber/beauty shop, bistro, activities center and multipurpose room, sports club, and therapy room/gym.
- The home will include a central food preparation area, laundry facility, maintenance shop, supply/loading dock area and an administrative office.
- The home will also have a separate entrance on the backside of the Home for our Post Falls Office of Veterans Advocacy with offices for 2 Veterans Service Officers and an Administrative Assistant.

Post Falls Veterans Home Construction Update
We are pleased to announce that we met our April 2021 target of restarting construction on our Post Falls Veterans Home. We are currently on track with final foundation slaps being poured and progressing to steel and framing in July. Although we postponed construction through the winter months, there was a lot of work being done behind the scenes.
Our agency applied and was awarded 3 additional VA grants for federal relief funding related to the COVID-19 Pandemic. These 3 new VA construction grants allowed for incorporating modifications to the original design which were needed to meet the challenges created by the COVID-19 pandemic. Unlike the original VA construction grant, which is a 65% match in federal funding, these 3 additional grant opportunities were 100% federally funded.
Several of these Post Falls structural and redesign alterations are similar to recently completed retrofits at our State Veterans Homes in Boise, Lewiston and Pocatello. These alterations are intended to enhance the quality of care and services our residents receive as well as protect our residents and staff. They include:
- making modifications to the public entrance of the Home to allow for screening of visitors;
- upgrading the HVAC system and incorporating UV lighting;
- adding a designated staff screening vestibule and staff locker room; and
- adding a resident/family visitation suite that can be used during an outbreak, or in times when visitation requirements are restricted.
Our Post Falls’ VA federal relief grant funding will also cover the costs of reincorporating additional durable tile, wall and window surfaces to help with infection control and it will fund our piped oxygen system into our resident rooms at 100%.

Keep an eye on this webpage, as we will periodically post progress updates. As we near timeline completion (likely 4-6 months prior to opening) we will announce when we are accepting pre-applications for residency, which will also be posted on our website.
Also, with the pandemic restrictions preventing a Ground Breaking Ceremony in 2020, we are now working on coordinating a Structural Topping Out Ceremony to properly celebrate the construction of this facility. This ceremony will entail a painted steel beam that will be set-up outside of the job trailer for VIPs and other attendees to sign. It will then be hoisted into place to signify the “Topping Out” of the building structure. The date of this ceremony will be announced in the coming weeks!

The State of Idaho is currently in Stage 4 of Coronavirus restrictions, the Idaho State Veterans Cemetery continue with the scheduling of Committal Services. Masks and physical distancing are strongly recommended. STAGE 4: (Dates subject to change) COMMITTAL SERVICES WILL BE AVAILABLE: • Shelter occupancy is not limited. o Facebook Live and Zoom are great alternatives for those who can’t be present at the committal service. • A physical distance of at least 6 feet will be recommended. • We will schedule honors as we always have, at the discretion of the Honor Guard team they will provide what is available at the time of service. • There will be limited volunteer availability, so services will be mostly self-guided. Please follow the signs to the assembly area as usual and a volunteer will meet you there. o We will collect any paperwork or flags and answer any questions. o We will lead your procession to the shelter on the hour. o Please ensure that families vacate the shelter no later than half-past the hour so that staff may collect the casket/urn and sanitize the area. THE CEMETERY ADMINISTRATIVE OFFICE is OPEN for walk-in administrative services during normal business hours. THE VISITOR CENTER is OPEN. • Appointments for administrative services are highly recommended. Non-appointment visits may result in longer wait times. IDVS Accepting Applications for the 2021 Disabled Veterans Elk Hunt
The 2021 Veterans Elk Hunt Application is now available. (Application for the 2021 Veterans Elk Hunt will be accepted from January 2 through January 31, 2021)
Note: Only Disabled Idaho Veterans are eligible for this opportunity
The Idaho Division of Veteran Services will coordinate an all-expenses-paid deer or elk hunt for two disabled Idaho Veterans in 2021. The purpose of the hunt is to offer disabled Veterans (with a 40% Service-Connected Disability Rating or higher) an opportunity to participate in a big-game hunt when they might otherwise be prevented from doing so by the seriousness of their disability. To be eligible for this hunt you must be a resident of Idaho and have a disability rating from the Department of Veterans Affairs.
Tags are provided at no charge to the successful applicant by the Idaho Department of Fish and Game under a special program. Specific tag information will be provided to the selected Veteran if selected.
The hunt will occur on a private ranch in Unit 45, north of Mountain Home, Idaho. Hunt dates will need to be coordinated well in advance, based on established seasons. In most cases, hunts occur in October or early November.
Hunters will be expected to provide their own transportation to Mountain Home. Rustic cabin/bunkhouse accommodations, meals and on-site transportation and assistance will be provided at the ranch at no cost to the Veteran. If the Veteran has or requires a medical caregiver, these items will also be provided at no charge for the caregiver. The cabin/bunkhouse is not barrier-free, so hotel accommodations in Mountain Home will be provided if necessary. Hunters will need to make arrangements for their prescription and medical supplies, if any. Hunters will be responsible for their own meat processing and mounting in the event their hunt is successful.

All personal information submitted will be kept confidential and used only by the selection committee.
A committee consisting of past hunt participants, a representative from the Idaho Veterans Affairs Commission, Veteran service organization representatives and personnel from the Idaho Division of Veterans Services will make the final selections. The selected Veterans will be notified by IDVS and will be contacted by the ranch to coordinate hunt dates and other specifics.

Idaho State Veterans Home – Lewiston Earns 2019 Silver National Quality Award
Lewiston, ID – Idaho State Veterans Home – Lewiston has been recognized as a 2019 recipient of the Silver– Commitment to Quality Award for its commitment to improving the lives of residents through quality care. The award is the second of three distinctions possible through the American Health Care Association and National Center for Assisted Living (AHCA/NCAL) National Quality Award Program. The program honors association members across the country that have demonstrated their dedication to improving quality of care in long term and post-acute care for seniors and persons with disabilities. The Idaho State Veterans Home – Lewiston was the only facility in the state to receive this prestigious award.
“I am once again honored and humbled to be working with such fine individuals. The staff at the Idaho State Veterans Home -Lewiston are responsible for this prestigious award as their day-to-day attention to detail helps our veterans receive the high-quality care that they so richly deserve,” said Mark High, Administrator of Idaho State Veterans Home – Lewiston.
The National Quality Award Program, established by AHCA/NCAL in 1996, is based on the core values and criteria of the Baldrige Performance Excellence Program, which also serves as the foundation for the metric-based AHCA/NCAL Quality Initiative. The Baldrige framework helps organizations among different business sectors improve organizational effectiveness and achieve strategy-driven performance.
Idaho Division of Veterans Services Chief Administrator Marv Hagedorn praised his team saying, “We have excellent leadership in all three of Idaho Veteran’s Homes, Mark’s achievements with his team in Lewiston sets a high bar that we can all strive to exceed!”
“The Lewiston Home team is incredibly deserving of this award as it is a good representation of their commitment to excellence,” added Deputy Chief Administrator Tracy Schaner. “All our team members work consistently each day, 24/7, to ensure the highest level of quality and person-centered care is being provided to our veterans and their families. The Award Program has three levels: Bronze, Silver, and Gold. At the Silver Award level, applicants continue to learn and develop effective approaches that help improve performance and health care outcomes. The Silver criteria, based on the Baldrige Excellence Framework, provide applicants with a thorough assessment of how their organization works, its effectiveness, and tools for improvement in their approaches. The Silver level gives a clear pathway for recipients moving to the highest honor of recognition, the Gold – Excellence in Quality Award. As a recipient of the Silver – Commitment to Quality Award, Idaho State Veterans Home – Lewiston may now move forward in developing approaches and achieving performance levels that meet the Gold – Achievement in Quality Award criteria.

(Boise, ID) – Idaho Division of Veterans Services (IDVS) regrets to inform you that the Idaho State Veterans Home – Boise (ISVH-Boise) has experienced its first COVID-19 related death.
Last week, ISVH-Boise lost our first resident to this illness. This Veteran had multiple comorbidities which made them more vulnerable to this unprecedented illness and may have contributed to them succumbing to the COVID-19 coronavirus. Our hearts are extremely heavy as we mourn the passing of this Veteran, who served our nation with honor and dignity during its hour of need. This Veteran was a beloved member of the ISVH-Boise community and will be dearly missed.
“On behalf of everyone here, we offer our deepest condolences to the family and friends of this Veteran. We are grieving with them,” said IDVS Chief Administrator Marv Hagedorn. “Each veteran signifies the importance of military service and we owe a great debt to the less than one percent of Americans who wore a uniform to preserve our rights and freedoms. Our admiration for theses heroes endures.”
27 days ago, we received our first laboratory confirmed cases of COVID-19 within ISVH-Boise. Due to the ongoing perseverance from our team to maintain and keep the virus out of the building, we are pleased to report that we have had no new cases since our initial outbreak (consisting of 2 residents and 3 staff members) and the health district has declared the other resident’s COVID-19 related conditions as being resolved.
“With the spike in cases in Ada County in the past month, we have been fortunate that this virus has not spread more widely within our facility,” said Chief Administrator Hagedorn. “That is directly a result of the exceptional work of our ISVH-Boise team. They have worked tremendously hard to care for and protect our residents during these trying times.”
With this great loss and the loss of so many around the country, the IDVS team remains focused on our mission of caring for and protecting our American Heroes. We are vigilant in this fight against COVID-19, as we continue to follow the directives of the Centers for Disease Control and Prevention, the Centers for Medicare and Medicaid Services, the Veterans Administration, and the Idaho State Department of Health. Our priority will always be keeping our residents and our staff safe and healthy.
