The State of Idaho, Division of Veterans Services will receive informal bids for the services identified in section A below until 09/25/2025_5:00 p.m. Bidders must submit bids on the Contractor’s Informal Bid form or submit a bid that is clear, concise and contains all the information required by this Request for Informal Bids and the Contractor’s Informal Bid form. All bids must be signed by a person authorized to bind the bidder. The Division of Veterans Services will accept informal bids received by the Division of Veterans Services at the Idaho State Veterans Home – Boise, 351 N. The Services. The services shall include labor and materials required to perform on-call Plumbing services. The worksite for the project shall be the Idaho State Veterans Home–Post Falls, 590 S. Pleasant View Rd. Post Falls, ID 83854.
Term. The term of the Contract will be two (2) years from the execution of the Division of Veterans Services’ Public Works Contract. The Division may extend the contract upon written notice to the Contractor for one (1) additional year. The costs proposed in the bidder’s Informal Bid shall be binding for the initial two (2) year term and the one (1) year extension, if exercised by the Division.

- Costs. The Contractor shall propose hourly labor costs and materials costs with no more than a ten percent (10%) markup. The costs of the project shall not exceed the bidder’s Informal Bid and the bidder shall receive only actual costs as more particularly described in the Public Works Contract. - Contractor Requirements. The Division of Veterans Services requires that the successful bidder enter into the Division of Veterans Services’ Public Works Contract. Bidders should carefully review the terms in the Public Works Contract. Copies of the Public Works Contract and the laws referenced below are available to potential bidders upon request. Requirements include:
- Compliance with the provisions of Idaho Code sections 44-1001 and 1002 concerning employment of Idaho
- Compliance with the provisions of Idaho Code section 72-1717 concerning alcohol and drug-free workplaces and submission of an alcohol and drug-free workplace affidavit.
- If the project cost exceeds $50,000, the successful bidder and all subcontractors and specialty contractors shall hold a public works contractor license as required by Idaho Code title 54 chapter 19.
- If the project cost exceeds $50,000, a performance bond and a payment bond each at 100% of the project cost.
- The following insurance: Commercial general liability with a combined single limit not less than $500,000 per occurrence and in the aggregate; Workers’ compensation as required by law, including employer’s liability at minimum limits of $100,000/$500,000/$100,000; and Automobile liability with combined single limit per occurrence not less than $500,000.
- The Contractor shall not substitute or vary the materials or subcontractors specified in the Request for Bids or the Bid without the prior written permission of the Division.

NOTICE OF RULEMAKING – ADOPTION OF PENDING RULE
EFFECTIVE DATE: This rule has been adopted by the agency and is now pending review by the 2026 Idaho State Legislature and must be approved by concurrent resolution of the Legislature to go into effect, in accordance with Section 67-5224(2)(c), Idaho Code. Should the pending rule be approved, it will become final and effective on July 1 following the Second Regular Session of the Sixty-eighth Idaho Legislature, unless the concurrent resolution states a different effective date.
AUTHORITY: In compliance with Section 67-5224, Idaho Code, notice is hereby given that this agency has adopted a pending rule. The action is authorized pursuant to Sections 65-202, 65-204, and 66-907, Idaho Code.
DESCRIPTIVE SUMMARY: The following is a concise explanatory statement of the reasons for adopting the pending rule and a statement of any change between the text of the proposed rule and the text of the pending rule with an explanation of the reasons for the change:
This rule change excises obsolete language related to the no longer existing domiciliary and residential program at the Idaho State Veterans Home in Boise. Additionally, it updates language regarding the skilled nursing program in line with changes to federal Centers for Medicare & Medicaid Services (CMS) regulations in the Code of Federal Regulations (CFR).
There are no changes to the pending rule, and it is being adopted as originally proposed. The complete text of the proposed rule was published in the July 2, 2025 Idaho Administrative Bulletin, Vol. 25-7, pages 106-122.
FEE SUMMARY: Pursuant to Section 67-5224(2)(d), Idaho Code, a pending fee rule shall not become final and effective unless affirmatively approved by concurrent resolution of the Legislature. The following is a description of the fee or charge imposed or increased in this rulemaking: N/A.

- Compliance with the provisions of Idaho Code section 63-1502 concerning authorization to do business in Idaho and certification of payment of taxes.
- The successful bidder and all subcontractors and specialty contractors are solely responsible for determining if they are required to hold a public works contractor license or post a bond as required by Idaho Code title 54 chapter 19. The Division of Veterans Services has determined that the cost of any single request for services by the successful bidder will not exceed $50,000. Pursuant to Idaho Code section 54-1903(i), the Division of Veterans Services’ does not require that the successful bidder hold a public works contractors license or post a performance bond and a payment bond as set forth in Idaho Code section 54-1926. If any single call for service exceeds $50,000, the successful bidder must comply with the provisions of Idaho Code title 54 chapter 19.

2. Background
IDVS has generators located at the Boise, Lewiston, Pocatello, Post Falls and Central Support office (Boise) (collectively, “Emergency Generators”) to provide emergency power to its facilities in the event of a power outage. IDVS requires Regular Maintenance for all of these generators. The emergency generators’ model and location information are as follows:

6. Award Basis

8. Billing
Contractors must invoice IDVS on or before the 5th day of each month, for work performed. Any invoices submitted without the below-listed information will be rejected until a corrected invoice is submitted.
The invoice shall include, but not limited to:
– Detailed form/checklist (must include at minimum: names of Contractor staff performing the work, a description of the work performed, and location the work was performed)
– Dates of Service
– Total amount billed for the billing period

9. Price Adjustment
A price adjustment may be considered after the first twelve (12) months of the initial term of the Contract, and every twelve (12) months thereafter. If a price increase is requested, it will be the responsibility of the Contractor to notify IDVS sixty (60) calendar days in advance of the desired effective date and provide supporting documentation showing industry wide increases justifying the request. IDVS will notify Contractor whether the request is approved within thirty (30) calendar days of receipt of the request.
If there is an industry wide price decrease, Contractor must notify IDVS immediately of the decrease; and make the price decrease effective for IDVS on the same day it becomes effective for the Contractor. If IDVS is not properly notified of price decreases, the pricing at the time of order will be used for invoice payment and the Contractor will provide refunds or credits as necessary.
10. Remedies
If IDVS must perform or hire a separate contractor to perform any of the Contract’s requirements, which is the responsibility of the Contractor under the terms of the Contract, IDVS shall withhold the actual cost from the Contractor’s payment(s).
11. Contractor Responsibilities
The Division of Veterans Services requires that the successful bidder enter into the Division of Veterans Services’ Public Works Contract. DESCRIPTIVE SUMMARY AND STATEMENT OF PURPOSE: The following is a statement in nontechnical language of the substance and purpose of the intended negotiated rulemaking and the principal issues involved:
This negotiated rulemaking is to engage with stakeholders regarding the necessity to excises obsolete language related to the no longer existing domiciliary and residential program at the Idaho State Veterans Home in Boise. Additionally, the need to update language regarding the skilled nursing program to bring the rule in line with changes to federal CMS regulations in CFR.

Fire Protection and Suppression Testing and Inspection to include Fire Panel Services and Maintenance – Idaho State Veterans Home – Post Falls Idaho
The State of Idaho, Division of Veterans Services will receive informal bids for the services identified below until 5:00pm MST on June 28, 2023. Bidders must submit bids on the Contractor’s Informal Bid form or submit a bid that is clear, concise and contains all the information required by this Request for Informal Bids and the Contractor’s Informal Bid form. All bids must be signed by a person authorized to bind the bidder, all documents require public notary must be signed and notarized and submitted with your bid. The Division of Veterans Services will accept informal bids received by the Division of Veterans Services at 351 Collins Road, Boise ID 83702, vendors may also email bids with all supporting documents to divisionbids@veterans.idaho.gov on or before the above date and time. The Division of Veterans Services will not accept facsimile transmission of bids.
- Services. The services shall include labor and materials required to perform Fire Panel Maintenance and Repair services at the Idaho State Veterans Home – Post Falls. The worksite for the services shall are listed in the Scope of Work attached in this solicitation. The term of the service agreement will be one (1) year from the execution of the Division of Veterans Services’ Public Works Contract. The Division may extend the contract upon written notice to the Contractor for two (2) additional one (1) year renewal periods. The costs proposed in the bidder’s Informal Bid shall be binding for the initial one (1) year period and for the additional renewal periods, if exercised by the Division. The successful bidder must hold in good standing all licenses required to perform such services.

Idaho Division of Veterans Services Announces Dedication Ceremony & Open House of the Idaho State Veterans Home in Post Falls
Post Falls, ID – The newest Idaho State Veterans Home located at 590 S. Pleasant View Road, Post Falls, Idaho 83854, will hold a Dedication Ceremony on Friday, November 11, 2022, at 2:00 p.m. The ceremony was scheduled to take place outside, but due to the current weather conditions will be moved indoors. There will be LIMITED CAPACITY for the Ceremony (maximum 170). Admittance will begin at 1:40 p.m. and is on a first come basis. Street parking is available or a parking lot behind the facility can be accessed from 1180 Clearwater Loop.
Due to limited capacity for the Ceremony, the public is encouraged to attend the facility Open House afterwards from 3:00-5:00 p.m.
For the Ceremony, Governor Brad Little will be in attendance and will read a Veterans Day Proclamation. The keynote speaker will be Post Falls resident Len Crosby, who is a Vietnam Veteran, Silver Star and Double Purple Heart recipient. Special guests will include former Idaho Governor Butch Otter, Post Falls Mayor Ron Jacobson, Idaho Veteran Affairs Commission members, along with other local dignitaries and business professionals.
Idaho Division of Veterans Services broke ground and began site work on the Veterans Home in late 2020. Full time construction commenced in April 2021, and a publicly attended “topping out” ceremony was held in August 2021 when the final steel beam of the frame was hoisted into place.
The Post Falls Veterans Home is a 64-bed skilled nursing facility which has a centralized community center, chapel, therapy room, dining room, sports bar with big screen televisions, multiple common areas, and a canteen. The facility also includes a common food preparation area, a laundry facility, maintenance supply areas, a covered pickup and drop-off area, and parking for 90 vehicles.
Two State Veteran Service Officers (VSOs) from the Office of Veterans Advocacy will have offices in the building. Their job is to help all area veterans, their family members and survivors pursue federal and state benefits they have earned through their military service. These State VSOs are currently located at the Kootenai County Veteran Services Office. State VSO’s will move but the County VSO will remain at the 120 Railroad Ave location in Post Falls.
